Any system can work fine if each position is filled with the best fitting person.
Problem is, selection to positions isn't based on aptitude. In our current system it's mostly based on egoism, ambition, social networking.
To make a system work optimally, a separate system of selection is needed, which sifts through the available human resource, and not just by skill, but moral disposition too (some position needs less altruistic people than others). Problem is there are people who would temper this system of selection, and take advantage of it.
Also the Soviets thought they can create, bring up the proper socialist human type. This was absolute nonsense. Mustn't have to fall into this trap.
"Back in the day" in Hungarian villages when there was a larger work project to be done, even if it was a private matter, such as building a house for one of the families, was treated as a public matter and they formed a group - a so called "kalálka" (do not mistake it with cloaca) - and did the work together, each phase of the construction was directed a person who was the most skilled and experienced in that field (like laying the foundation, building the walls, crafting the roof, setting the doors, windows, etc.)
In an optimal society the person of the "boss" is never fixed, but switched constantly depending on the task.
Humanity won't ever create an optimal society. Or political, governmental system. And the matter of fact humans can and will live in just about any flawed, exploitive system. And they will bitch about it the same amount in all.
