It's some kind of pissing match with Texas trying to usurp federal control.

So now Texas isn't letting the Feds access Eagle Pass, to cut the wire and reassert control, against the supreme court decision. Surprisingly it isn't Texas' job to do border control, and they probably added the barbed wire to just fuck people up cheaply. As with most retarded ideas (and this probably is one) it's for show.
Most surprising is no member of Texas' little group has killed themself accidentally on the barbed wire yet.
