Right now Germany's population is growing (is it really? I haven't checked myself) because migrants arrive to Germany. And then migrants perhaps get citizenship down the line. But being a migrant comes with all kinds of complications. It's not easy to cross borders from one country to another. Especially with so many border crossings that needed to get into Germany.

But issuing a citizenship first will make that easier. That German paper opens a lot of doors.

If you want a VW-AG-car based on rationality you would buy a skoda. It is the exact same tech as VW but always one generation behind. That means that they had some time to fix the worst bugs and problems. If you want something fancy you go Audi. There is never a reason to buy VW at all.
