How to know the border between a skewed perception and reality?
Let's say someone is negative and depressed, thus he sees the bad side of everything. How can he knows if things are really bad or not bad if his experience of things is distorted?

It's easy. Things are always really bad. How is this a question even?
Shouldn't feel bad about it tho for that is the norm. Cheer up.

We can never see the whole truth, that's obvious. Personal experience is always limited and often skewed as you correctly noted so one should never rely on the personal experience alone. But if you use all the available information then you may have a good picture of what the things really are they are really bad anyways tho

Subjective sentiments and opinions such as "The world is fucked" can never be objectively false

"There are little green Jews living in my walls that will pour lava into my mouth if I fall asleep" is an example of an objectively incorrect perception of reality

>Things are always really bad.

Not everyone agrees about this, thus the perception of someone who thinks like that may be wrong and he or she has something internally wrong.

Things that don't directly affect you and about which you can do nothing about to change them shouldn't have a drastic impact on your mood.

eg. if Putler invades the urine it does not affect your life in the slightest besides maybe a couple percent in inflation. Also if you have a bad mood about it it won't stop the ruskies nor will it help the urine.
If you feel bad about something like this it does nothing besides making your life miserable and you should work on that.

Most things that currently make you feel bad most likely are things that don't actually make your life worse at the moment or things that you can do nothing about. If those things make you depressed you should work on that.
If this is not the case and you can actually do something about them you have to actively make the decision if you want to work towards making this situation better or not. And if you actively do something to improve the situation you can even feel better about yourself because you are actively improving your life.
